I could probably just add to the NPC's wander mod and add or replace one faction to get some patrols, but I have no idea how to add radiant quests to at least one of them when you interact. I guess mostly bounty type missions would be best. I looked at the mod Gunners Initially Friendly to use as a base but it seems like it has a lot of bugs. I feel like just some dialogue from BOS radiant quests could be used, wouldn't have to be too specific. There's also Minutemen NCR Overhaul, but it's pretty outdated & only replaces the armors & weapons. I feel you, though.
