What exactly do you mean by I am trying to mod fallout NV? are you trying to use a mod or are you going to create a mod, or edit someone else's mod?

OK if I understand your question, your asking how to install a mod?

 

So the simplest mod would be unrar'd/unzipped into your data folder inside your fallout newvegas game folder. Then when you start up NV click on "data files" and select the mod you just put in your data folder. It should load when your game starts.

 

That's the simplest scenario, but you may have to copy textures and meshes into your data folder. Some mods will require NVSE.

 

If you have a lot of mods or want control over the order they load in you'll probably want FOMM or Nexus mod manager.

 

Both of the above also have ways of automating your mod install.
