Converting Fallout meshes/textures to Skyrim

I'm interested in playing a Plague Doctor type character in Skyrim, and while I cannot find a suitable Skyrim mod to give me an appropriate mask, this Fallout mod does have one.

I'm curious if anyone could explain how I would go about converting these meshes and textures to Skyrim. The mod would be for my own use, as I don't have any permission to upload from the creator, and he doesn't seem to be active at this time to ask.

 

Any help would be hugely appreciated.
