Everything within a .esp must belong to that .esp or a .esm. The reason why it isn't working is because the cell only exists in one mod, and the weapon racks only exist in the other. As you are using work from two seperate people, I would assume that this mod is for personal use only? If the mod is for personal use only, you can just merge the weapon rack mod into the fortress mod , then do all your changes within the now merged mod. There are other methods involving deisolation, but those are rather complicated, are prone to bugs, and are only practical in the case of changes to official mods. It's a bit simpler interface, and will only compile the changes from those plugins you select (without running the risk of adding changes from anywhere else). My two-cents. Triforce1
You could always grab the .nif's and .dds's from the one mod, open up the other mod in the CS, and make new items with those nif's. Of course, if the things come with scripts or extra stuff (I don't know), then that is the long way to go. But if you are dead set, you could recreate the scripts from looking at the originals. Not too hard, but a time consuming process. And one you should only do if this is for your own use of course.
