LE Batch File on Start-Up

Is it even possible? What I'm asking for is a mod that will automatically run a batch file when you start Skyrim, sort of like the old autoexec.bat file for old MS operating systems. The player could put whatever console commands he wants in this batch file to tweak his game at start-up, rather than having to run the batch file manually. SKSE is OK, but tying it to post-1.5 game patches is not, since those patches are still buggy and cause more problems than they fix for many users, so it should be compatible with versions of SKSE that do not require these patches.
