So i followed your steps and moved it to C:\Steam folder instead of through the Program Files, easier than expected thanks to the link bben46 gave me. Skyrim started right away to update as i started steam again, and suddenly my anti-Virus program alerted me about a dangerous file, which was tesV.exe. After disableing it and verified the integrity of the cache again, now the game started up. No looping launcher. Also the map bug is fixed. Thanks a lot you people you really helped me out of there.
