Quests not activating

Hi everyone

First time i am having this issue, quests like Alduins wall is not activating and for some reason also not miscellaneous things like the smithing mini quest @ Riverwood...the mini quest starts out ok "Smith me an iron dagger" but when you go back he does not ask you to sharpen the iron dagger. I started a new play through due to the quest Alduins wall not activating on my previous play through and it seems i am getting issues from the start of the new one...the only thing i did last week was to update USLEEP, run for your lives, cutting room floor, and bodyslide before that everything was fine, though i cant fathom the update being the problem. I also noted a strange house in the middle of a river near a sawmill...."just a shell" that was my first clue that something was not right.

Any help would be appreciated as i would hate not being able to finish quests again...

Before the update though everything was running pretty normally...only other mod i installed in the past few weeks was Bruma

Update: ok so i solved my problem, seems the Palaces and Castles Enhanced was the problem..after removing it things went back to normal.

I have this same problem with Alduin's wall quest not starting but I do not have Palaces and Castles Enhanced mod. So, if anyone has some experience, I sure would appreciate it. Here is my load order:
