My load order, went through FNVEdit and Loot, Put NVR3 and the Merged patch on the bottom as requested.

At that point in the load sequence, you are probably missing a "master file". Please see the wiki "Missing Masters" article.

Thanks again, it was an .xml file thing that got corrupted by one of the ui mods. Installed them in the correct order and I got past the start screen!
