Nuclear dust/haze mod?

I always thought that even after 200 years there still would be nuclear haze in the DC area. Is there a mod like that out there?

 

I saw this but the only problem with this mod is that it adds a whole bunch of trees, which is not what I want.

UPDATE -

 

I found Enhanced Weather and I tweaked the settings so it's mostly hazy all the time!
