I was thinking about this for a while, and it has been done before, but unfortunately there is no standalone modification for this. Basically there is a customizable random chance per in-game hour that once high enough level (8 for example), a werewolf player is ambushed by a group of the Silver Hand and a vampire player by a group of the Dawnguard. They should be close to player's level (+/- 5) and be 2-4 in numbers (random). In addition, silver weapons are to deal double damage to all supernaturals (vampires and werewolves) in both human and beast form. I've always been annoyed by the fact silver is only dangerous for werewolves in beast form. After all, vampires are undead and werewolves have the beast blood even in human form. Something else (don't know if that's codable)... Randomly in inns near the player, a hunter will be waiting and become hostile on sight. Probably the same chance as the ambush.
