how do i port a texture mod from Fo4 that also uses an .esp?

i really miss the glowing nuka quantum power armor mod in my playthrough and iâve seen all kinds of texture ported over from fallout 4, but how i do it with a mod that uses an .esp in Fallout 4, since fallout76 doesnât use .esp files?
