Editing the effects of runewright enchantments

In the HoS dlc runewords xml there are different rune enchantments specified. I'd like to change how invigoration works, however, it's ability entry looks like this:

 

<ability name="Runeword 4 _Stats">

<tags>Runeword</tags>

and nothing more. There must be another file that defines the whole "Runeword 4 _Stats" effect and how it works, but I cannot find it. One would assume it's in the gameplay/abilities/effects.xml but there is nothing remotely close to it. Any ideas?
