I've looked online and a few other people have it to but so far no one has an answer. *On starting a new game there are no perk points awarded for either normal or hardcore modes. *At first i had them for hardcore but not normal but once I deleeted my save games (hoping that might fix it) it stopped for both game types. *Varifying files does not help. *Re-installing the game does not help. *Running without mods does not help.
