That's literally what I'm asking here. Everything was working fine until I installed the ENB. Theoretically, then removing the ENB would revert to a working program, but that doesn't seem to be the case.

Which ENB did you install?

Go into your main Skyrim Folder.

Look for any of the following files, and delete them if they are there: d3d9.dll, and any file or folder that has the letters "enb" in the filename (enbhost.exe, enblocal.ini, etc)

Next, go into the rar/7z file that your enb was packaged in, open it, and see if it installed anything to your Data folder. Some presets install things sun/sky meshes or fancy raindrops. If yours did, find the file location, and delete them.

If you did this correctly, you are now 100% ENB-free. Try and start your game.

I did that, but I didn't check the data folder sub, I'll give that a try

Nah, didn't fix it. Guess I'm onto my last resort of deleting everything again and doing it all over. I must have missed something somewhere.

ENBs install Misc files. If those Files are left over in the Data Directory there could be a chance it will still try to load.
I had that with Dual Sheath Redux once, There were still some left over files that were active but they actaully shouldn't to prevent the savefile to go corrupt the game closes itself.

Try to type ENB or anything what the ENB was named after. If there are any files left delete them and see if it works then.

that when I verify game integrity/local files, it says there's a missing file but then doesn't download anything

You need to resolve this first before you do anything else. Otherwise, nothing is jumping out at me in your load order.

Have you tried restarting your computer?

Do you have the memory edits in your skse.ini?

Does the load order in the left pane match the right pane in MO?

The only other suggestion I have is to start disabling mods, one at a time, until the game will start. For mods that have patches (RDO, CoT, etc) disable the main mod and the patches all at once.

One file will always fail to validate, it has to do with the way Steam views graphic files. It is normal, that file will download when you start your game.
