There seems to be some sort of radial blur around my screen that I can't get rid of

I am using RealVision ENB. This this is a fresh save.

What I have tried so far:

Disabling Bloom and Depth of Field from RealVision ENB, didn't work.

Two different mods, No Radial blur and No more Radial Blur, none worked.

Editing skyrimprefs.ini to remove radial blur by setting "bDoRadialBlur" and "iRadialBlurLevel" to 0, didn't work.

Disabling Realistic Lighting Realistic Lighting Overhaul (RLO) and RealVision ENB, still had the blur.
