Cyborg Pipboy Replacer

Anyone have the ability and interest in making a Cyborg Pipboy Replacer?

 

I would like it to simulate a Cyborg ability to process quickly during combat. No arm raising animation, just maybe some static or something to give a chance for the pipboy screen to load and then replacing the metal border with something like green transparent lines to and from the navigation buttons (circuit board style or whatever, just so it looks like it is happening in the Cyborg's head)

 

I will be really happy if anyone decides to just make the above concept, but here is a description of why I want this in case anyone has interest in developing this further. Part of a rebalance mod I am working on restricts pipboy access during combat, but I would like players to be able to get around this restriction if they really want to. My thought is to allow an implant or Cyborg trait or something like that to allow the player to access the pipboy menu during combat.
