Classic Fast Shot Trait + JIP Big Guns Skill compatibility

I've been playing the original Fallout for a while (and loving it at that), and decided to make a small mod for a more classic-esque fast shot trait. AP costs for guns and energy weapons are reduced to 10% as opposed to 20%, weapon fire rate and spread are unaffected, and the VATS accuracy penalty stays the same. Only problem is that I like to play with JIP's Big Guns Skill integration setting enabled which overwrites my esp at all times, meaning my changes are not applied. The closest I've gotten to getting my mod to work is by placing it at the very bottom of my load order. My custom description will display correctly but the effects are still the same as vanilla (reduced weapon spread).

Unless the "Calculate to Hit Chance" entry point also means reduced weapon spread (which is the entry point I kept for the reduced VATS accuracy), how would I go about achieving this? Would using GECK Extender help somehow?
