Cannot cast or attack

There's no way to fix it unless you give us a list (including load order) of the mods you have installed.

 

Alternately, disable all your mods and make a clean save. Then do it right and enable your mods one by one, testing to which of them causes this glitch. Then contact the author of that mod for a solution.

Moraevik is just all over theses bugs right now! As he said, we can't do much without mods and a load order. However... I can suggest looking particularly at mods that affect combat or spell casting first. Make sure they are up to date with the version of Skyrim you're running. Also, it's generally not in good practice to install more than one mod you've not used or tested before at a time. This can lead to errors and really mess your files up, but in my experience it can really screw up other mods functionality. For instance one time I picked up two mods at once, and while one was functioning perfectly the other wasn't doing much of what it claimed it would do and was causing weird things to happen. I (regrettably) send the mod author a nasty message, only to get a response from him saying that his mod and the other weren't compatible, and a rather nice apology from him for forgetting to mention it in mod description.

 

Long story short.

 

Don't install more than one (two if you're feeling risky or know they won't conflict)new mod at a time

When asking for help leave us a mod list and load order

When problems begin to occur, begin by checking a mod you suspect is causing it and check that mods page for imcompatiblities and make sure it's current.

It MIGHT be alternate start. But I can't say for sure. There's an event in game that allows you to attack and cast (When your hands are unbound). I don't know if the Alternate start has a event that enables it. I'm fairly certain a new character always starts without the ability to move or attack and cast and you are given these things as the opening scene progresses. I could be entirely wrong though

If you are experiencing this problem from the beginning it might be a mod, that's true. And it's most likely gonna be "alternate start", as Promiser said.

If it happened more or less suddenly while playing you can fix it by just restarting the game and load the file where you know the problem hasn't occured yet.

I had this happen to me a few times while playing with the free flying camera and accidentally loading a game or saving it. It made my character behave is if the hands were bound and I could also not draw a weapon. Not even a power attack.

I guess my response won't help so much but I feel better off writing it. Maybe it helps other people.

 

Edit: abd1234: Unchecking doesn't always help since some files also might override your original Skyrim files. Making sure the mod is gone would be uninstalling your Skyrim and reinstalling it, adding the mods one by one (also in an intelligent order) and then trying to load your game again.

By the way, uninstalling Skyrim doesn't automatically delete your savefiles and .ini in the the "X:\Users\<currentusername>\Documents\My Games\Skyrim" folder. You might want to delete the .ini if you are not sure whether the changes you applied to it are good or bad and let the game create new ones. (IF you modified the .ini!)

Well, you might want to try the other way. Disabling all mods, uninstalling Skyrim. Installing Skyrim again and then see if it works, without mods, of course with a new savefile. Then you can start adding/enabling the mods again. I'd recommend testing it after every mod that somehow changes the look or behaviour of the character. E.g. new 3dmodels or mods that change the movement in any way.
