LE NPC's equipping torches at night

Hi all

 

I'd really appreciate it if somebody could shed some light on a problem I have. My question is, does anybody know what triggers NPC's to carry torches at night? I've scoured scripts, packages etc etc but cannot for the life of me find anything remotely connected to this action.

 

Again, any help would be greatly appreciated.
