need load order help and issue with only random mods working

Ok so first and foremost im having an issue with my mod load order as im a complete noob and get lost reading through tutorials and how to vids so if anyone would be so kind please let me know how i can set my load order a little better.... thanks in advance too. Will post load order after my other issue too...

 

The second issue im apparently having is possibly a load order issue too but i seem to only ever be getting about 30-60% of my installed mods to ever work on each attempted playthrough. for example only 2 of 4 weapon mods work or i get all weapon mods but quest mods wont work. most recently i would have looks menu issues or only 4 of the mods that can be controlled via MCM will work like bullet time, zombie walkers overhaul and uncapped settlement resources will work but lootable crates wont etc etc... this gets VERY frustrating and i could use the help/advice. Again thanks for any assistance and hope to finally get a complete playthrough going lol
