unknown Texture CTD

so... whenever i get into skyrim it CTD's whenever i either: try to fast travel, try to enter a location or even try to save a new file

 

i dont know why this is happening, my crash mod says it's because of a bunch of non-mod textures(like river beds, rivers, mountains, people etc) and i cant figure it out? i've tried disabling new mods to see if it'd help but it doesnt...
