NPC script failure?

I started a new character, mainly because I decided like I like using a sword and shield while occasionally using archery. So I'm walking along, I went into the general store in Riverwood after talking to the blacksmith for the main quest, everything seemed to be in working order, I went on to Bleak Falls Burrow for the golden claw and dragonstone, everything was going smoothly, the bandit outlaw even activated the trap and I lol'd. Then I continued to the thief, killed the spider then, here's where my problems began, I cut the web so I could execute the thief and get the claw and be half way done, accept he was kinda floating there, still webbed up, neither swinging at him nor kill console would resolve this issue, eventually after constantly reloading that save enough times he did what he was supposed to. Then, thinking to myself "oh boy, I hope I don't run into anything that screwed up again" sure enough I turn in the dragonstone and now farengarr is talking to me without me activating the convo every time I get anywhere near him, and the Jarl is just standing there like "derp" not going upstairs to wait for the guard/dragon witness and his houscarl to be like "yo farengar come see this man, you should come to mr.adventurer". She was standing at the main doorway doing nothing. So now there's nothing I can do to get along with the story. (I usually try and get running up the 7000 steps over with then I explore and goof off) I have no idea whats causing this, I got dawngaurd about a week ago and everything was working, steam updated me automagically and I updated SKSE. As well as verifying the integrity of my game, defragging and all that nonsense on steam that is somewhat helpful(nothing said anythign was wrong with my game). If anyone knows why this is happening, you would be my life saver and I would love you for all of eternity and more so, or until I stumble into a new problem.

 

I don't really have any mods that effect NPCs really and I ran my game with out any mods selected and nothing changed accept I was just uglier. xD I mostly have cosmetic mods like a head mesh, new skin textures, nakedness so I can kill dragons in the nude if I feel like it, visual effects such as dynavision and cinimatech and all that good stuff, I am also using RCRN Found Here Other than that I just have texture and mesh altering mods, nothing that would be causing the problem and make sense.

 

After I tried fixing the problem on my own I ended up updating skse (just in case) and updating all the drivers I could think of.

 

I have a Gigabyte AMD Radeon HD 5450 graphics card

Pentium 4 Dual Core Processor @ 2.7mhz

and

6GB of DDR3 RAM

 

p.s. Not the greatest rig, but it gets the job done. I can play on high settings with little to no lag, maybe some ambient fog will be like "Rawr im too much for you right now lololol". I'm also about to upgrade from 6 to 14GB of ram. yay me, my 2$ an hour job sets me back a bit. :P otherwise I'd have a jet engine for a pc. lol

I also cant block, use bows or do normal attacks, but I can do power attacks.

I have similiar problem with Dawnguard only,npc standing and doing nothing,scripts broke somehow.
