Infinite sound loop after casting Cloak spells

I have this strange bug that causes the crackling sound that comes from a cloak spell on an NPC to last forever until I save and reload the game.

It is very annoying to have the sound continue even on deceased mage corpses, and unbearable if you have a mage companion.

Is anyone else getting this bug and is there a fix?
