Need Help with my Lessor Powers Mod.

Hi I need help on tweaking my mod. This is my very first mod. Basically I created a Time Slow down Lesser Power mod for personal use (Might go public if I can manage to tweak it just right.) So for now I just set it up to work on my current play testing race of a wood elf. I would like to have it work on any played race both vanilla and custom races. And have the effect toggle on/off as needed. I figured out how to assign the Lessor Power to each race I can pick but can't see how to link it directly with the player themselves avoiding the need to assign it to each and every instance of a race. I figured there must be a way to link it to the player not the race so I can make it usable with a custom race mod It encounters. I have played with Gophers Predator Vision mod and haven't been able to figure out how to make is a toggle effect like his mod yet, I just made it a 60 second effect till I can. Any help on achieving these two effects in my mod would be appreciated.

 

I know there are a number of time freeze/slowed mods out there now, but none of them seem to get the effect to my liking. I made mine so that the effect is slow but not painfully slow like most of the other mods, uses a Lessor Power slot so I can use it from my Xbox PC game controller and forgo the need to keyboard hot-key it. Plus with mine you move as fast as the game environment it's mainly meant to allow you time to think while in the thick of battle not give you super speedy movement compared to your surroundings.
