Windhelm + the rift crash problem

i have a problem with fast travel to windhelm and some part of the rift area

every time i go near the sulfur pool area my game crashed and

if i do fast travel directly to the area / windhelm the game will crash

i try to reload my old saves and some of it worked but it crash after i do the same thing [putting some item my my stash]

before that the only mod i add is weather of tamriel [just update it to version 2.0] and one handed crossbow beta

is there any way to fix this problem ? cause i try my clean save and it crashed too after i put some of my item in my house [breezehome whiterun]

the crash only happen when i fast travel to windhelm + some area of the rift i hope it can be fixed

[i use coc command to do stormcloak quest also it hard to me to go to hjerim after this happened]
