Missing Icons in Vis-G / Load Order Help

If this should be posted elsewhere, please let me know.

For some reason, almost none of the junk items are tagged or have icons. I'm told, and agree, that this is most likely a mod conflict, but I'm not really sure what I can do.

I've been told I should probably move Vis-G lower in my LO, but I'm having issues doing that. I'm using Vortex and no matter what I try, it will not let me manually reorder Vis-G. I've tried setting rules to make sure all the patches for Vis-G load after it...and they don't move. Most of them ARE loading after Vis-G, but a few either can't move, like the .esl patches for Sim Settlements and the CC Chinese Stealth Suit, or won't move, like the .esp patches for FO4Hotkeys and Settlement Menu Manager, regardless of any rules I set.

Vortex is also not allowing me to manually sort Vis-G; it won't let me select "locked to index".

The only groups I have set are:

Creation Club - contains only 6 CC mods

Default - contains 287 plugins

DLC - contains only the official DLC (all of it)

Dynamic Patches - contains only my bashed patch

Fixes - contains only the UOFO4 Patch

Items - contains only Armorsmith Extended

Scrap Everything - contains only Scrap Everything Ultimate Edition

I didn't add anything to these groups; this is how they came when I installed them (I even removed some mods from groups to try to make sure groups weren't the issue).
