Red triangles outside everywhere!

I've been fighting with this for a couple of days now. The issue only seems to occur outdoors. I tried disabling things like Climates of Tamriel with no success. I suspect the problem is some broken asset leftover from my move from NMM to Vortex, but I can't for the life of me figure it out. I have attached a screenshot along with my modlist.

I opened up the console and clicked on several of the objects. Unfortunately the IDs for all of them are 0008fxxx (in the 4xx-5xx range). This points to some problem in the Skyrim master file, but I had previously verified file integrity through steam and it didn't fix it.
