fallout 4 settlement water purifiers not working

fallout 4 settlement water purifiers are not working I can have one water per settler to as high as 40 water per settler

 

when i first played I could have over 1,000 purified water in a workshop

 

and when I go to the workshop there is no purified water to take even after weeks in game time

 

I also do not have any mod's that changes the water in the game or any mod's that change or adds purifiers

 

is there a way to fix this? thanks
