Weird Water Image Glitch

I'm not sure how to explain the problem, but basically the loading screen image gets "stuck" in the water. Here is an image of my problem.

I use a AMD Ryzen 5 1400 Quad-Core Processor, and I have 8 GB of RAM. I have 127 GB free in my driver. I use an ENB. I'm not sure what other information is needed, so please let me know if you need anything else. Thanks!
