fps drops in modded game

So ive tried a lot of things and i cant figure what is causing my fps to dip so low i disabled enb no effect i disabled dyndolod and enb no effect i normally get 57-60 fps but in some locations it dips down to 40-45 randomally any help here are my specs and load order thank you.

have u tried turning it off and on

 

-edit- oops, didn't mean to post yet. Anyway, I see you have Designs of the nords and noble skyrim. I have similar pc specs as you have and after adding both of these mods, I started experiencing fps drops too.
