Annoying graphical errors (sound but no picture, flickery mesh things)

I have two problems, I'm too stupid to describe them effectively, so I made a couple of unlisted youtube videos showing whats exactly going on.

 

In this one, the problem is with a black screen with no sound while indoors:

And in this one, a weird flickering thing is going on with someone's dress, which had happened a few times before with a mountain and a fireplace in an inn:

Yeah I run into that occasionally...well something similar anyway, like someone holding a large piece of black paper in front of my view. Caves/mines, and Markarth are where I usually encounter it. Sometimes in the middle sometimes to one side and of varying "mask" size. I don't know what it is or what specifically causes it, (seems to me it'd be some sort of assets sync issue or a viewport vs world space issue sort of thing) but fwiw, going back through the door and re-entering has fixes it every time for me. I suppose one could also reload from there, since (afaik) the game autosaves on cell transitions, but I'm not sure if that would work or not.

as you can see in the second video (which happens to have the wrong caption), I tried this. One thing that happened is in a previous playthrough, I attempted to port an Oldrim mod but failed and ended up corrupting that save, causing me to start this playthrough. I removed every file from the attempted port so I don't see why it would still be causing problems, especially anything like this.

UPDATE: I managed to fix the black screen with sound when indoors simply by opening and closing my map! Unfortunately, the weird flickering that follows some dresses is still there.

 

Edit: it's not really following a dress this time, It's just sort of locked on the floor in a way
