Trying to enter the NW portion of the map above Solitude causes CTD

I'm having immediate CTDs upon trying to get into the NW portion of the map. Specifically bordering the ocean. Fort Hraggstad caused almost immediate CTDs when I had to go clear it out for the Imperial questline, but spamming quicksave and killall in the console got me through. Normally i'd leave CTD areas alone (if I can recreate the crash by walking past a certain previous crash point several times, and it crashes several times, I'll just not bother going there) but in this case, I'm going to eventually need to pass through here to do Dawnguard, as the castle is in this region of the map. Basically, anything west of Ravenscar Hollow on the beach is unreachable. Like I said previously, this killzone seems to encompass Fort Hraggstad as well, so if there's a problematic something in the area, I'm not sure what it is.

 

I have tried disabling the graphical mods such as RLO, and it didn't do anything. Disabling my entire mod list except the Unofficial Patch just crashes the game upon loading my save. I can load this save just fine and wander around the Ravenscar Hollow beach, but upon passing a specific rock, the game dies. I also have "Skyland - A Landscape Texture Overhaul" but disabling that didn't fix anything either. Other than that, I have no other texture mods installed currently.
