Npc's don't talk unless you Quicksave>Reload in the area??

I'm making an NPC and I have given him custom dialogue, which should be available at any time since the dialogue has no getstages and the quest I am storing the dialogue in has start up stage set on 0.

 

However, these options aren't available to the player unless I quicksave in the building, then load that save which makes everything work.

 

Why does this happen?
