If the sleeves were a seperate mesh you could delete them in nifskope, but they are part of the whole shirt. Nifskope can do some manipulations like scaling, moving and rotating meshes, but it's really limited compared to a full 3d modeling software package. can Someone post the links to the Programs In a reply or PM me. Blender, as chrissy_M mentioned is the way to go. It's free and can do just about everything. It's a little bit of a b*tch to set up though, so use this link. It's a "portable" blender, already has python, nifscripts etc installed. it's not the latest version, but it's done everything I'v tried. 3ds max is a great program too, but very expensive, although students can get academic versions for only a few hundred.
