Unable to complete the main quest :(

I have somehow lost the thread of the main quest and have been trying for months to figure out how to pick it up. Any tips or ideas would be greatly appreciated!

 

I have completed the following quests:

• Discerning the Transmundane (aquiring the Elder Scroll)
• The Horn of Jurgen Windcaller
• A Blade in the Dark (joining the Blades)
• Diplomatic Immunity (to find Esbern)
• A Cornered Rat (recruit Esbern)
• Alduin's Wall (learn about the shout)

 

However, in the next quest, The Throat of the World, I am not given the Clear Skies shout. The Greybeards just cryptically tell me that I'll know when I'm ready to learn it.

Now I'm stuck. I cheated and gave myself the shout, but Paarthurnax isn't there, so obviously I've missed some step needed to trigger his appearance.

 

Does anyone know what the prerequisites are to have Arngeir teach me the shout and thus progress the story?

Probably you can also with console "startquest MQ204" or "setstage MQ204 to your needed number"

I have already mined those resources, which confirmed the expected quest sequence and pinpointed where the story halted. However, you and the High Hrothgar page have inspired me to try approaching Arngeir once again. Maybe he'll be in a better mood today. Thanks again for helping.
