(I know, it has been done, but I am addressing the items that are not done), and i have been trying to make silver bowls equippable as a helmet. The game doesn't determine how/where an item is equipped by its position in the editor, but by the bones it's weighted to and the item's position in relation to them. For example, I imagine that when opening the Elven helmet's .nif file, you'd see a few NiNodes in and/or around the helmet with names like Bip01 Head. Those would be the bones in NifSkope, and the problem would be that you never weighted the bowl model to any part of the NPC skeleton. I don't think you can weight a model to a skeleton in NifSkope. I don't know of any tutorials specifically for weight-painting imported Oblivion skeletons, but there's a bit on it in Creature Meshes 101 for Blender. This also means that it can only have 1 texture. Helmets need to be 1 piece to work with the head deforms. If you don't want to use any deforms, you can just weight it to head bones just like any other piece of armor, but there will be some clipping with oddly shaped heads.
