Skyrim sometimes drops to 1 FPS in loading screens and CTD's

[FIXNEWVEGASPLZ]

Not sure why this is. The images and descriptions of certain things in the game don't come up as well when this happens. Sometimes it loads when its stuck at 1 FPS, sometimes it loads and CTDs after being at 1 FPS, sometimes it justs ctds before it loads Any input is greatly appreciated. I can even hear the NPCS speaking to one another, but i still get a CTD.
