David Brasher Posted September 24, 2012 Share Posted September 24, 2012 (edited) In the vanilla game, some of the merchants that belong to the Dawnguard sell bolts. I think that lots of merchants sell bolts if you use Crossbows Revamped or Crossbows Basic Collection. If you use the overhaul mod Skyrim Scaling Stopper you can buy bolts from lots of vendors.
