Can't run at 144 FPS with this mod

I am trying to use this mod (link below) that helps run the game at 144 FPS. When I initially installed it it was working great. Ran smooth with no screen tears. Then I tried entering Dragonsreach and the game crashed. Loaded it back up and then the game went back to running at 60 FPS. I tried uninstalling/reinstalling and that didn't work. I tried using some of the other mods that limit it to 120, 90, etc, none worked. I manually installed it, didn't help. I tried entering the code on my own, still nothing. Uninstalled/reinstalled the game, still hopeless. The FPS limiter with ENB causes screen tears so that is no help. Disabling vsync in NVIDIA control panel causes the game to skyrocket to 500+ FPS instead of being limited to 144 like the mod is supposed to do. What am I missing here? I added bLockFramerate=0, [HAVOK] fMaxTime=0.0069, iVSyncPresentInterval=0 where they should go. I can provide any screenshots necessary. Below is the mod and I will also post my load order from NMM.
