SSE Skyproc patch to alter armor rating ?

Greetings,

 

I'm looking for a way to dynamically change the armor rating of all armors. I'd like to apply a % to the vanilla rating (ie "40% of vanilla value") to all armor. is there a skyproc patch that can help me to simply do something like this, or similar ?
