FPS control style for controller

Can you make a mod which change normal control style to FPS style like Call of Duty or Battlefield 3?

 

I know that I can remap button to make it similar to FPS control style, but since the game tied reload/ready weapon altogether instead of tie reload/activate altogether, or separate them and allow me to remap button in the way I want. So, I can't remap it to make it like most FPS game because most of FPS game usually assign "X" to reload guns and activate, and "Y" to switch and ready weapon, but in FO:NV the closest that I can do is assign "X" to activate, and "Y" to reload and ready weapon which isn't close at all.

 

Note 1: You don't have to completely remap control style, the only thing you have to do is separate reload from ready weapon and tie it to activate, or just separate reload from ready weapon then assign it as single command and allow the game to let player remap 2 commands to single button.

 

Note 2: If someone already made mod like this, please suggest me where I can download it.
