No, this is actually how the flora in the the upper South actually looks. There's a number of endorsements from people in and around DC who testify to this. And...since they don't take out the dead trees, it both vibrant and feels slightly poisoned which is in keeping with the Fallout 3 notion of a polluted, irradiated water table.
