What causes this display bug?

Sorry about the file size.

 

I'm seeing this a lot lately, but can't yet pin it on a specific mod. This screenshot is from Enemy of My Enemy but it doesn't just happen at this location; it's all over Skyrim. I had recently installed EoME along with People of Skyrim 2, but the problem persists after uninstalling both of them, so it's not their fault.

 

Most of the time, those elongated bits emanate from an NPC but I've also seen it with static objects such as fallen trees. I have seen it with both custom and vanilla assets and in places no mod would affect.

 

Any ideas as to what causes this effect, and what types of mods I should be looking at while searching for the culprit?

Guess I asked this on the wrong forum...I'm always confused by the term "modder", which apparently is used both for mod authors and mod users. Surely the former group would have seen this phenomenon before; anyone here from that camp?

 

Oh, wait, I just noticed that my image is no longer showing. Bad choice of image hosting site, perhaps. Let me see if I can describe the effect. You have an object, which might be a fallen tree or an item of clothing, with bogus coordinates. For example, a fallen tree that looks OK at one end but stretches to infinity at the other. Or a pair of boots that look like giant star fruits.

I was unable to view your image (either of them). But from your description, if I'm picturing it right...when I've seen that bug, it was associated with the now obsolete HDT Physics framework during the early days following the Skyrim 1.5.80 update. (has been replaced with HDT SMP framework). For me, the only symptom was, for the most part, clothing, but I do recall a few other "static" resources that were acting buggy as well.
