Are any mods known to mess with the NPCs of Nuka World?

Recently started a new play through with old mods I had. This time however, besides the doctor, none of the traders in the Nuka World Market would talk to me, Nira included.

 

I've played through the game with most of these mods before too and never had any issues, especially at Nuka World since I go there first before doing anything in the Commonwealth.

 

So my question is, basically the title. As well as, If there is no way to fix it, is there any way around talking to the specific people that are affected?
