SSE Script Delay (or something like that)

Hello

I took a break from Skyrim for a year or so, I used to play Oldrim. I started modding SSE from scratch, but after I finished and played for a while... I noticed I'm having some weird problems with my game, running 513 mods so far

The problem basically is that everytime I do an action like capturing a soul from an enemy, it takes like a entire minute for the soul to come to my character... same happends when I try to fill waterskin from a river (iNeed Mod), or even when I access the Perk Menus it takes a lot of time for health/stamina / mana bars to show correct numbers, it appears as 100 each and it takes like a minute to the correct numbers to appear

Also when learning a shout I have to stand in front of the wall for like a minute for the word to be added, and some other actions like recieving reward for completed quests sometimes takes a while for the item (or septims) to be added to my inventory

this delay does not happend when picking up items or looting corpses
Also it's not performance lag since the game is running well 45-60fps... it's some sort of script delay

I basically followed the Phoenix Flavour guide, and added other mods that I like. I would like to avoid starting all over, since I know the basics but I'm obviously not an expert, and it took me almost 2 weeks to finish modding it, I don't have much free time... But I will start from scratch in case there is no solution
