Accidental music stacking

So i am making an audio replacer mod and whenever i try to use it in my skyrim game two songs maybe 3 start playing at the same time although this only happens outside of towns. I think it might be that an area might fall under two or more categories of music types so each one decides to play one of there songs. If that's true is there a way i can solve this. please help! (i am using creation kit im not doing this manually).
