Beyond Skyrim Bruma Unplayable FPS all of a sudden

Not too long ago, I actually had a problem where FPS was rather low in Bruma (the city). Turns out it was really just VRAM as I had too many mods which affected it without realizing it. But now I have another issue. And it's way worse. I spoke with Lassinia in her home and start the Upon My Honor quest. I get out of the house and the FPS TANKS for whatever reason. I tried another save and it's the same. I'm going to see if I can recreate the problem by just chilling around in Bruma for a bit and see what happens without starting the quest. I don't believe the quest is suspect here. Or is it?

 

We're talking... 10 FPS? Less? It's really, really bad. Quite literally not too far off from a slideshow. I don't know what the hell happened. But I haven't installed any new mods or anything. I'm just straight up confused by this. Oh and the ELFX has multiple files, and yes. I know you only have to use one. They always show, maybe i'm just special?
