Grospolina
It comes with the Creation Kit for SSE. The link you posted is for the Bethesda.net Launcher, which is what you use to install the CK. Note that this is different from the Oldrim CK, which you get through Steam. JoruneSkyman
After you have downloaded the SSE Creation Kit from Bethesda via their launcher, there should be a 'tools' folder in the SSE root dir, which will contain HavokBehaviorPostProcess.exe and UpgradeHavokBehavior.bat plus a Readme. :)
LeyendaV
For the original version of Skyrim Make sure you have a Steam account and the original version of Skyrim. Install Steam. Login. Hover over the "LIBRARY" button. Select "Tools". Double-click "Skyrim Creation Kit" in the list. Follow the instructions in the installation dialog. For Skyrim: Special Edition Go to the Bethesda.net dashboard. Login with a Bethesda account (same as the one used for the in-game mod catalog). Download the Bethesda launcher installer by clicking the "Launcher" download button in the navigation bar. Run the installer. Run the installed launcher. Login with your Bethesda account. Select Creation Kit: Skyrim icon in the sidebar. Click the install button. Follow the instructions in the installation dialog. Creation Kit: Skyrim will normally be installed to the same folder as your Skyrim: Special Edition folder. It can be launched through the Bethesda launcher.
