Mods not showing up when I install by Vortex or manually

Hello,

I have tried in vain to download Do It Yourself Shelves and Creative Clutter. Vortex is saying that the mods are install and enabled. However, when I go into the workshop they are not showing. What causes this and how can I fix this?

 

Just so you know I'm only 4 months old to the PC Gaming World. I have some knowledge of mods but only from using them on my PS Pro and XBox One.

 

Could someone please help the new kid here?

Just last week all mods were working. Now mods are missing even though Vortex and even NMM says that they are "enabled"
