It seems that so many of my little issues come from having portions of Frans overwritten by UOP and SI-UOP. I know it is possible to have an ESP be dependant on another ESP (from the CS Wiki). If I could only load the UOP and SI-UOP before the Frans ESMs...having one .esp dependant on another .esp involves a rather complicated process of fooling the game that the same form exists in both mods, as can be expected, this does not always work well. For an overhaul mod, it should be either entirely a .esp, or a .esm containing just new references, and then a .esp which utilizes those references in addition to any other changes to the world. Generally, altering anything owned by one .esm within another .esm causes significant problems. Frans probably uses a .esm for their references so that things like new items or creatures can be used in other (frans required) mods without having to create duplicate forms.
